07-17 Personnel Manual Amendement

ORDINANCE 07-17
Be it enacted by the Quorum Court of the County of Faulkner, State of Arkansas. An Ordinance to be entitled: an Ordinance to amend the Faulkner County Personnel Manual.
Section 1: Faulkner County shall not hire a full time employee for less than $19,500.00 per year
Section 2: The Elected Officials or department heads shall affix the salary of each employee.
Section 3: The employee salary shall fit within their appropriated budget.
Section 4: This amendment does not rescend other steps set forth in the personnel manual.
Section 5: It is the Elected Officials responsibility to insure the salaries of their employees are kept to a standard that meets all requirements of the Faulkner County Personnel Manual.
Section 6: The vacation time policy is hereby amended to eight (8) hours a month until the employee’s 10th year of service. This amends the current scale of four (4) hours until the third year of service. No vacation can be used for three months from the date of hire. If employment is terminated before the three month probation period the accrued leave will be placed in the catastrophic leave pool.
Section 7: The sick time policy is herby amended to eight (8) hours a month until the employee’s 10th year of service. This amends the current scale of four (4) hours until the third year of service. No sick time can be used for three months from the date of hire. If employment is terminated before the three month probation period the accrued leave will be placed in the catastrophic leave pool.
Section 8: The employees of Faulkner County can donate sick or vacation time to catastrophic leave pool of hours.
Section 9: The request to donate the time must be forwarded to the County Administrator. A record of accrued time will be kept and the total of hours will be dispensed at the discretion catastrophic leave committee.
Section 10: An employee in need of the accrual of hours kept in the catastrophic leave pool must request the time to the catastrophic leave committee through the elected official that employs the individual.
Section 11: Section M: item 3 of the Faulkner County Personnel Manual is amended to read (All leave must be taken in one (1) hour increments at the discretion of the Elected Officials policy.)
Section 12: An emergency is hereby declared to exist as this Ordinance is necessary for the proper and timely conduct of county operations and this Ordinance shall be in force and take effect upon passage and publication.
